Taco urgently needs a foster home

Why is fostering needed?

It isn’t my dog. We found him In Cumberland. The owner will not pick up his phone. He is chipped. My pets don’t get along with him. He’s a rambunctious, untrained, pitbull pup, but he’s sweet as can be. I’ve exhausted every other option and don’t know what to do.
