Why is fostering needed?

We are in the process of moving and have not found another house yet.

How long is fostering needed for?

He is very lovable. He gets along with other dogs. He doesn’t like to be alone and he is an inside dog. He is potty trained. He like to jump and thinks he is a lap dog.
